  • New online portal of MTCTE available for trial

    The Indian Ministry of Communication is organizing the next workshop tomorrow in Guwahati to introduce the MTCTE to stakeholders and give a demonstration of the new online portal, now available for trial.

  • New lead timesfor Type Approval

    Due to internal reorganization of the Authority and the responsibilities, the Type Approval procedure work flow is delayed by additional one month.
    Now the whole lead time takes approximate three months.

  • New frequencies allowed

    The New Zealend’s Autority RMS Radio Spectrum Management has published on 3rd of December, that the Minister has dicided to open some frequency bands for new technologies

    The frequencies are as follow:

    • 184 MHz – 230 MHz
    • 2370 MHz – 2395 MHz
    • 5875 MHz – 5925 MHz

  • New technical requirements for radars

    The Argentine Authority ENACOM has published new technical requirements for the following products:

    • Radar systems that allows to determine the location and / or speed of an object through the use of electromagnetic radiation.
    • Intelligent Transportation Systems: Systems that use a combination of computers, communication technologies, positioning and automation to improve the safety, management and efficiency of ground transportation.

    The technical requirements are:

    1. For 24.04 – 24.25 GHz the maximum output power is 250 μV/m distance 3 meters using average detector, 2500 μV/m, distance 3 m using peak detector
    2. For 76-77 GHz 36.6 V/m distance 3 meters using average detector, 65.0 V/m distance 3 meters using peak detector

  • Communication equipment subject to mandatory type approval in Mongolia

    As announced on 26-06-2018 Mongolia is introducing mandatory type approval,

    the CRC (Communication Regulatory Commission) has published the amandments which came in force for following communication equipment:

    • Radar apparatus
    • Radio navigational aid apparatus
    • Radio remote control apparatus

  • Frequency band 314-316 MHz now open

    According to resolution RESOL-2018-507-APN-ENACOM#JGM, the Argentine authority published new standards opening the frequency band 314-316 MHz for tyre pressure monitoring systems (TPSMS) and for remote keyless systems (RKE).

  • New Edition for EN 60601-1-2 Medical Devices

    The Fourth Edition of EN 60601-1-2:2015 cancels and replaces the Third Edition of EN 60601-1-2:2007 (which expires on 2018-12-31). It constitutes a technical revision of the latter.

    The most significant changes with respect to the previous edition are stronger requirements for electromagnetic disturbances.

  • Brexit: progress in the negotiations

    Yesterday, the European Parliament issued a press release on the progress of the Brexit negotiations. the European Parliament’s Brexit Coordinator, Guy Verhofstadt (ALDE, BE), spoke on behalf of the Brexit Steering Group: "It is encouraging to see that we are moving towards a fair deal that should ensure an orderly withdrawal, including a backstop guaranteeing that there will be no hardening of the Northern Irish/Irish border and that the Good Friday Agreement will be safeguarded. This deal is a milestone towards a credible and sustainable future relationship between the EU and the UK."

  • Key decissions for 5G

    In the future, the fast mobile 5G will be needed for many technical innovations.

    During the 49th Plenary Meeting (from 2018-10-23 to 2018-10-26 in Bordeaux), the Electronic Communications Committee (ECC) took some key decisions for the following spectrum issues:

  • Mexico modifies General Rules and Criteria on Foreign Trade

    Since 2018-10-24, the certificates of NOM-208-SCFI-2016 (IFT-008-2015) must be presented to the customs.

    However, the Certificates of Conformity and/or Compliance in accordance with the former NOM-121-SCT1-2009, NOM-EM-016-SCFI-2015 or the Technical Provision IFT-008-2015 may still be used until the end of their validity, according to NOM-208-SCFI-2016.

  • New Edition for IEC 62368-1:2018

    Recently the Edition 3 of the new European Safety Standard IEC 62368-1 has been published.

    “…This edition constitutes a technical revisions edition includes the following significant technical changes with respect to the previous edition:

  • India opens market for 24 GHz Automotive Radar

    Important News for Automotive Radar manufacturer!

    The Indian Authority released on 2018-10-18 in the new Gazatte India following information: type approval is now possible for 24 GHz according to the Harmonized European Standard and EN 302 858.

  • New procedure for Type approval

    The National Communication Authority (NCA) has published the new Type Approval scheme for Somalia.

    The process can be summarized as follows:

    • No samples will be required
    • NCA accept RE-D (EMC/Radio/Safety) standards
    • Local and International manufacturers can hold the Approval
    • Estimated lead-time to Approval will be 30 calendar days

    Equipment that requires Type Approval by NCA:

    • Terminal Equipment (Mobile handsets, Tablets, PDAs, Telephone sets, IP Phones, Mobile Dongles)
    • Short Range Devices (Wi-Fi, Bluetooth, NFC Readers, RFID, etc.)

  • New Frequency Bands for RFID Devices

    The Official Gazette of the Republic of Paraguay published last 2018-09-03 the Resolution 898/2018 opening the Frequency Band 865-868MHz for RFID Devices in Paraguay.

    The documents clearly inform about the technical specifications to be followed in order to type approve the said devices.

  • New procedure for Type approval

    IB-Lenhardt AG was informed about updates in the Type Approval procedure concerning among others, sample requirements, familiy approval and billing method of the Nigerian Communication Commission (NCC).

    1. Family applications: The NCC now accept applications for models that come in series and or families. In that case, the product should share the same test report.
    2. Samples: One (1) sample should be provided for notebooks, tablets and mobile phones. For any other equipment type, a sample can be requested at any time. Samples won't be returned by the Commission.
    3. Processing time: If the complete documentation is received without errors, then on average it should take four (4) to eight (8) weeks for the applicant to receive a Certificate/Grant, assuming approval is granted and the invoice is paid.
    4. Billing: The billing is subsidized as follows:
      • There is a group price for the whole family/series;
      • In addition to this group price, each device of the family/series is billed at 20% of the group price

  • Regulatory Update

    As annonced in our Regulatory News dated 2018-07-05 concerning the Mandatory Testing and Certification of Telecom Equipments (MTCTE), the Indian Department of Telecommunications started implementing TEC mandatory approval on 2018-10-01, as part of a progressive roll out scheme for ‘all types of telecom equipment to be sold in India for being connected or capable of being connected to Indian telecom network’.

    However, the annouced TEC online portal is not released yet. We will inform as soon as applications can be submitted online.

  • FCC approval

    From November 2018, the FCC will no longer accept approvals based on the old program as the transitional period expires. It is important to mention that approved products do not have to be re-certified.

    The two approval procedures Declaration of Conformity (DoC) and Verification are combined in a new process named sDoC. The process of a full certification (Certification) remains unchanged.


  • Energy Efficiency Labels in EAEU

    The draft of the Technical Regulations of the Eurasian Economic Union (EAEU) "On the requirements for energy efficiency of energy-consuming devices" was approved by the Commission on July 17, 2018 and the Commission will soon decide on the date when the Technical Regulations will enter into force on the territory of the EAEU countries (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan).

  • Public Holidays in China

    After three public holidays for the Mid-Autumn Festival last weekend followed by a normal work week, the Chinese Authorities will be closing again a whole week for National Day, from 2018-10-01 on. Because of these two series of public holidays occuring close to each other, some delays can be expected in the current Type Approval procedures.

  • New Technical Regulations

    The Technical Regulations of the Republic of Belarus - "Telecommunication facilities. Security »TR 2018/024/BY will come into effect on 2019-01-01: They establish binding safety requirements for telecommunication facilities and contain schemes for confirming compliance.

    The Ministry of Communications and Informatization, in agreement with the State Standardization Committee, will approve and ensure continuous updating thestandards interconnected with TR 2018/024 / BY, as a result of which voluntary compliance with the requirements of this technical regulation is ensured. In this context, product testing and marking of the equipment with the sign of conformity TRBy will be required for both declaration of conformity and certification. The certification will be subjected to a periodic assessment by the belorussian certification bodies.

    Current declarations and certificates of conformity remain valid until their expiry and the equipments do not need to be marked with a sign of compliance with the technical regulations of the Republic of Belarus.


  • MOC Reduced Validity From 5 To 2 Years

    On 2018-08-20, Israel's Ministry of Commerce MOC announced to severly cut down the validity of Type Approvals from five (5) to two (2) years. This rule was already being enforced as early as 3 days later.

    Certificates with 1 year validity however remain unchanged.

  • Delays In Type Application Procedures

    On 2018-07-01, the leftist Andrés Manuel López Obrador (AMLO) was elected the new Mexican president (see the official announcement from the former president). On the same day, over 3.000 mayors, governors, deputies and senators were also voted for throughout the country - the whole political scene has changed.

    As a consequence, many staff changes are expected in the Mexican public services, among others at the head of IFETEL.

    Type approval lead times are being affected by this transition and will probably be until the end of the year, when the President will be sworn in on 2018-12-01. Certificates may stay under signature much longer as usual.

    Another consequence of this transition to the new government might be the enforcement of new regulations. IB-Lenhardt will keep you updated on relevant changes.


  • Public Consultation On Wireless Charging

    The Radio Spectrum Management of the New Zealand Ministry of Business, Innovation and Employment has emitted a discussion paper entitled "Adding new usages to General User Radio Licence for Short Range Devices below 30 MHz".

    This technical consultation aims at clarifying the existing technical conditions in the general user radio licence (GURL SRD) for a specific field, wireless charging. This technology includes wireless power transfer (WPT) system and inductive loop system, operating in sub 30 MHz frequency range.

    The different frequency ranges of WPT already fall implicitly within the current provisions of the GURL SRD. But the inductive loop systems operate within a wide range (0.1485-30 MHz) across many provisions within the GURL SRD.

    To clarify the proper use of radio spectrum wireless charging, there is a need to add a new provision to the GURL SRD explicitly covering both entire frequency ranges.

    Ecuador's ARCOTEL (La Agencia de Regulación y Control de las Telecomunicaciones) has published Resolución ARCOTEL-2018-0661: Among General Dispositions (p.8), there are three noteworthy parts:

    1. Annex 1: Devices that do not require homologation except for specific terminal equipment (p.9);
    2. Annex 2: Devices that do require certification (p.23);
    3. Frequencies that are restricted from use (p.21)

  • EMC Testing Now Mandatory

    As we have been informed by our local partners, from today onwards EMC testing will be mandatory in Brazil. Previously, ANATEL had delayed this new requirement for EMC twice to accommodate labs with more time.


  • Public consultation on Ivory Coast's strategy of frequency management

    The Autorité de Régulation des Télécommunications/TIC de Côte d'Ivoire (ARTCI) has started a public consultation which will end on 2018-10-12. Through a list of specific questions, they want to redefine the management of the Radio Frequencies in the country.

  • New Safety Mark

    Singapore has amended its consumer protection regulations (CPSR): Beginning 2019-04-02, all new controlled goods must comply and bear the new safety mark, whereas older devices from registered suppliers have a grace period of 3 years until 2022-04-02.

  • Jewish New Year 2018

    Due to the Jewish New Year, the MoC in Israel will not work full-time during the period between 2018-09-09 and 2018-10-02. This will lead to some delays for current applications as well as new ones.


  • Major change of Equipment Certification at SDPPI

    SDPPI just released the new regulation on telecommunication equipment certification "PM Kominfo No 7 Tahun 2018":

    Before the issuing of this regulation, the flow of applications were as follows:

    1) Submission of application documents and receiving testing reference letter from SDPPI
    2) Pretest and official test in SDPPI Laboratory
    3) Evaluation of test results and release of certificate by SDPPI
    4) Certificate issuance

    Below is the new workflow and its changes

    1) Testing in SDPPI-accredited test Laboratory (can be either in-country SDPPI-accepted test lab or foreign SDPPI-accepted test Laboratory) with output of a test report
    2) Submission of test report and application documents to SDPPI for evaluation

    3) Certificate issuance

    Here are the big changes regarding the applicant, who must be Indonesian registered company either:

    • Brand owner that is legally incorporated in Indonesia, or
    • Indonesian business entity that’s designated as an authorized representative or distributor by foreign brand owner

    Previously the submission at SDPPI was done in the SDPPI online system, but since this is being changed now to Online Single Submission (OSS) system of Republic Indonesia, only domestic companies can apply for approval by logging in with the business license number (NIB) and password. SDPPI Online accounts from manufacturers outside Indonesia will be probably disabled for submission of Type Approval applications.

    The new regulation also states that

    • every telecommunication device that is manufactured, assembled, imported, sold or used in Indonesia must be certified
    • after three years (per certification date) the Telecommunications equipment must be re-certified - if it is still being produced and/or imported to be sold and used in Indonesia.

    This means that there will no longer be a renewal process, but instead full new approval needs to be done (including testing), which also means that the certificate number and product label will change.


  • RRA Conformity Rules Changed

    South Korea's National Radio Research Agency RRA has released a new version 2018-13 of the Broadcast and Telecommunication Devices Conformity Assessment Rules with two major changes:

    1. Other applicants can apply for R-certificates of an approved product, if authorized by the original licensee.
    2. The nomenclature of the R-number changes: The new format R-CS-ABC-12345678901234 will replace the old format R-CRM-ABC-12345678901234. The 3rd letter will either show "S" if already approved or stay empty for new applications. The fourth letter will be completely abolished (no more CRM, REM, CMM etc.).

    The new regulation came into effect on 2018-07-31. However, previous and pending approvals can still follow the old rule until the end of the transition period, on 2019-06-30. t

    5. Column contains the applicant's "Product Identification Code (English, number, hyphen (-), underbar (_). And the applicant may decide within 14 digits.


  • SUBTEL introduces higher limits for 2.4GHz and 5GHz

    The chilean Authority SUBTEL published on 2018-07-30 the update N°1.517 of the Resolution N°1.985, in order to update the use of Radio Frequencies and especially the output power limits in Chile.

    The noteworthiest modifications are in the 2.4 GHz and 5 GHz (WiFi + BT) bands, the new limits are:

    • 2400 MHz to 2483,5 MHz = 1 W
    • 5.250 MHz to 5.350 MHz = 1 W
    • 5.470 MHz to 5.725 MHz = 1 W
    • 5.725 MHz to 5.850 MHz = 1 W
    • 5.150 MHz to 5.250 MHz = 200 mW

    Also, RFID equipment will be able to operate in the band 915 to 928 MHz with a maximum radiated power of up to 500 mW.

  • Summer Holidays ended in Mexico

    Mexico's IFETEL was closed due to holidays from 16th to 31st, as announced in Diario Oficial de la Federación. It is therefore prudent to expect a backlog and possible resulting delays. The next major holidays are expected in winter (2018-12-17 to 2019-01-03).

    The Telecommunications Regulatory Commission of British Virgin Islands has recently released a new Spectrum Management Framework, a very interesting one as the BVI is the rare case where American and European allocations compete for spectrum.

    As a consequence, TRC also revised the National Frequency Allocation Table (BVI NFAT 2018).


  • EN 62368-1 postponed until 2020


  • Brazil postpones EMC tests again by two months

    As previously reported, Anatel had already delayed the publication of new EMC test procedures which are required by act N° 14448. This delay was recently prolonged once again, as Act N° 4735 states "until the Agency has completed studies for [...] standardized testing [...] or for two (2) months, whichever occurs first."

    Thus, the deadline may extend up to 2018-09-01.


  • New MOC application procedure for Type Approvals

    We have been recently informed that the Israeli Ministry of Communications switched the application process for Type Approval to an online procedure. According to our information, the Ministry does not accept applications by Email or Fax any more.

    Before applying, each applicant needs a smart card to access this secure system. Some of the importers, IB-Lenhardt AG works together with, are currently applying for this smart card at the Israeli Authority.

    Delays are therefore to be expected. Additionally, the new procedure will have to mature before being efficient in time.

    Consequently, we kindly ask our clients to bear with us if delays occur during running applications.


  • Australia Consults the Public About Telco Standards and Labelling

    Australia's ACMA (Australian Communications and Media Authority) is conducting a public consultation on its standards of telecommunication devices and labelling thereof.

  • Mandatory testing and certification by TEC

    TEC, India's Telecommunication Engineering Centre, will be responsible for the approval of any telecommunication equipment - they have released the final document Mandatory Testing and Certification of Telecom Equipments (MTCTE). Beginning October 2018, such certification will have to be done prior to importation and will be nominally limited to 5 years. Devices for the phone network will follow the Simplified Certification Scheme (SCS), whereas packet switching devices will be subject to the General Certification Scheme (GCS).

  • Language Requirements for RED

    The Radio Equipment Directive (2014/53/EU) states that "detailed information shall be provided in the instructions in a language easily understood by end-users as determined by the Member State". The EU consisting of 28 countries and having 24 official languages (and many more minor ones), a clarification is provided in the "National language requirements of the national implementation of the Radio Equipment Directive (RED; 2014/53/EU)".

  • Algeria reassigns regulatory competence to ANF

    On 2018-05-13, the Algerian Republic published an updated Law in the JOURNAL OFFICIEL DE LA REPUBLIQUE ALGERIENNE N°27. This Law n° 18-04 is transferring the regulatory authority power from the Autorité de Régulation (ARTP) to the Agence Nationale des Fréquences (ANF) for SRD products. The procedure details are still under discussion.

    Thus the ARTP confirmed to IB-Lenhardt that it will remain the competent body for homologating equipments which can be directly or indirectly connected to a public network. Such equipment will still require a Certificate of Conformity.

  • Russia Tightens Border Controls

    Russian customs check for a valid EAC certificate but, from 2018-07-01, they can also check back with certitifcation bodies for more data, including test reports. Therefore, it seems prudent to have the test reports available when crossing the border.


  • Mongolia Introduces Mandatory Type Approval

    Mongolia is introducing mandatory type approval beginning 2018-07-01. However, RF devices are not affected... at least not yet, as CRC (Communications Regulatory Commission) has published a draft for public proposals (mongolian only). It is unknown when and which amendments to the Law on Radio Waves will come into force.

  • Cyprus implements Directive 2014/53/EU

    The Republic of Cyprus has implemented the Directive 2014/53/EU of the European Parliament and of the Council of 16 April 2014 on the harmonization of the laws of the Member States relating to the making available on the market of radio equipment and repealling Directive 1999/5/EC.

    Therefore, there is no type approval procedure to be followed, but the radio equipments have to conform to the provisions and requirements of the above mentioned Directive: a RE-D Declaration of Conformity is still mandatory, as in other EU countries.

  • ARTCI approves 77 GHz automotive Radar

    Apparently, ARTCI now allows the type approval of automotive Radars using 76-77 GHz. Since 77 GHz offers a smaller size, a better resolution and a higher accuracy, many manufacturers use them.   • Brazilian Customs on Strike

    Brazilian imports are stalling because fiscal auditors of the Federal Revenue and Customs Offices are on strike. They have been in dispute with the Brazilian government over pays and benefits since November last year. In Santos, the auditors recently voted to extend the strike until 30th of June. Unfortunately that also affects any sample shipping.


  • Qatar Released New Class License for SRD

    After a public consultation in late 2017, Qatar's CRA (Communications Regulatory Authority) released its 3rd version of Class License for SRD with two major changes:

    • Applications of radio Communications Equipment (like M2M Applications) have been added;

    • The annex has now a separate section for Wireless Access Systems including Radio Local Area Networks (WAS/RLAN) and listing the frequencies and permitted output power.

  • Costa Rica Allows Modular Approval

    In the new Resolution RCS-154-2018 issued by Sutel with effect as of 2018-05-03, following two major changes are noticable:

    • Family approval is allowed,
    • Applications for Modular certifications have to contain a datasheet of the end device in which the module will be integrated.

  • Palestine Changes Validity To 3 Years

  • New Frequency Plan in Costa Rica

    Sutel, the Telecommunication Authority of Costa Rica, released on 2018-05-18 the new Resolution RCS-154-2018.

    This resolution, with retroactive effect from 2018-05-03, repeals the previous Resolution RCS-431-2010 about the Homologation Process of devices operating in „banda libre“. Basically, only WLAN was listed so far, but now, many applications like RFID, SRD and RADARs have been added; the main changes are listed here.


  • Some equipment exempted from Type Approval

    On 2018-05-08 a notice was published by the Communications Regulatory Authority of Namibia -CRAN- in the Government Gazette Number 6588, establishing a list of Telecommunications equipments newly exempted from type approval.

    The notice reminds that "from a technical and legal perspective, only communications or networking equipment which interfaces with public network services or wide area network services require type approval", and includes the list of the equipment not subject to type approval anymore.

    UAE's Federal Authority For Government Human Resources (FAHR) informs about the working hours during the holy month of Ramadan, lasting from 2018-05-17 to 2018-06-14: the office will be open from 9 am to 2 pm.

    In relation to these reduced working times, slight delays are expected in the next few weeks and the Authorities will be closed for about a week for the festivities of Eid Al Fitr.

  • Unreachable authorities

    It has not been possible to reach the Dominican authorities for the last 3 weeks (21-04), neither by email nor by phone. All messages sent to INDOTEL are currently bouncing back with following error message: "connection timed out".

  • ARN Adds Validity To Certificates

    From early this year, the ARN (Autoridade Rguladora Nacional) is adding the expiry date on its certificates. Even though previous certificates did not specify any validity, they were also limited to 5 years - please be advised to check any certificates from Guinea-Bissau accordingly.


  • Japan Plans to Amend WLAN Regulation

    To provide better WLAN connections Japan plans to amend its regulation. The changes are scheduled for summer 2018 and focuse on the 5 GHz frequency. Effectively it will provide better compatibility with other regions, further details can be found in the draft.


  • RURA Resumed Type Approval

    RURA (Rwanda Utilities Regulatory Authority) has resumed its type approval after suspending last month. Two new requirements have been added to the procedure:

    1. One sample must be provided,
    2. A certifcate from another authority from ITU region 1 must be presented.

  • Ukraine Confirms Current Certificates In the Transitional Period

    As of 2018-04-01, the Technical Regulation of Radio Equipment came into force, which was approved by the Resolution of the Cabinet of Ministers of Ukraine dated May 24, 2017 No. 355.

    Clause 3 of this Resolution, On Approval of the Technical Regulation of Radio Equipment, establishes the following features of the transitional period:

    "To establish that before 2019-04-01 distribution and operation cannot be prohibited or limited due to reasons of non-compliance with the requirements of the Technical Regulation approved by this resolution, radio equipment, which

    - was put into circulation before the date of entry into force of this resolution and

  • Brazil Postpones New Act 14448 By 3 Months

    Brazilian's ANATEL had drafted new rules in ATO 14448 but has now postponed those by a new act: ANATEL ATO n°2311.

    Thus, the deadline of ATO 14448 is extended from its original date 2018-04-02 by up to 3 months until ANATEL publishes new test rules.


  • Indonesia is planning new WLAN Regulation

    Indonesia's SDPPI is drafting new regulations for WLAN, including a much broader use of 5 GHz. After a public consultation in January 2018 the new allocation stipulated is:

    1. 2400 – 2483,5 MHz
    2. 5150 – 5250 MHz
    3. 5250 – 5350 MHz
    4. 5470 – 5725 MHz
    5. 5725 – 5825 MHz

    Channel bonding is allowed. The base antennas must be fixed and tamperproof. However, only the lowest and highest bands will be allowed for outdoor use. It's not known yet when it comes into effect.

  • Lao New Year

    The Lao Authorities will be closed from 2018-04-14 to 2018-04-16 for the New Year (Songkran).

    Although New Year is officially only a three day public holiday in Laos, the festivities (which includes spilling buckets of water on passersby) usually last longer and this could affect the duration of any current Type Approval procedures.


  • National Holiday

    From 2018-04-04 until 2018-04-06 there are national holidays in Taiwan. Type approval certification delays might occur.


  • ANATEL requires EMC testing

    During the re-organisation of its approval process for radiocommunication devices, the ANATEL requires EMC testing. This follows the new ANATEL regulation ATO 14448, which makes EMC testing mandatory, according to ANATEL ATO 952 for restricted radiocommunication equipment. The ANATEL Resolution 442 (EMC) has been repealed, the equipments which have already been tested and approved under Resolution 442 will be updated during the next maintenance process.

    The new procedure becomes effective for all approvals and renewals on 2018-04-02.

    The approvals issued before that date remain valid until their expiring date.


  • Prohibited equipment

    On 2018-03-14, the INCM (National Institute of Communication of Mozambique) published a letter informing the manufacturers, importers and users of electrocommunication and telecommunication equipment that the import, use and commercialization of the following devices are prohibited in the country;

    1. Devices operating in the frequency band 1900MHz- 2100MHz (reserved for cell phones)
    2. Telecommunication equipment used for fraudulent purpose (such as SIM boxes)
    3. Equipment representing a risk for the health or for terrestrial, maritime or aeronautical mobile services
    4. Equipment without a Declaration for Import from the INCM
    5. Equipment not homologated or certified by the INCM
    6. Equipment which didn't undergo a technical evaluation from the INCM. Any not homologated equipment will be confiscated by the INCM.

  • New regulation and application form available online

    The Type Approval Technical Standards Regulations released on 2017-12-31 by the PTA (Pakistan Communication Authority) is now available online, as well as the new form for a "Certificate of Compliance to technical standards".


  • Iran could be on track to EAC

    There are still rumours about Iran joining Eurasian Customs Union (EACU) but nothing substantial can be reported. It remains to be seen when such a treaty will manifest and what it would mean for type approval.


  • No Type Approval required any more

    The authority in New Caledonia, the ANFR (Agence Nationale des Fréquences - National Agency of Frequencies) has informed that it does not accept any Type Approval applications nor deliver any letter of information any more, since the latter is not compulsory. Nonetheless, the importers still have to request a formal administrative authorisation of importation on the base of the European (RE-D) regulation for radio-electric equipment.

  • INTI laboratory on strike

    The Argentinian National Institute for Technology Industrial is on strike since the beginning of February due to the declared collective redundancies.   • ICTA releases 2 telecommunication directives

    In Mauritius ICTA has introduced two new directives. Both directives easen the import mainly of smartphones but the second effectively nullifies the need for type approval of BT and WiFi devices:

    6.9 No Type Approval from the Authority is required for the importation and sale of devices equipped only with Wi-Fi and/or Bluetooth® as exemplified below –

    According to still unofficial information, Rwandan authority RURA will implement new type approval regulations within the next few months. Increased Type Approval fees and new samples regime for the following devices are expected:

  • New Standard for Low Power Devices in force

    The Argentinian Authority for Telecommunication ENACOM released the new Q2-60-14v17.1 Standard for Low Power Devices (resolution 6639-E/2017). This current version replaces version 16.1.

    The latest resolutions and changes are following:

    • Maximum output power of 401-406 MHz band: 18.260 μV/m @ 3m
    • Maximum output power of 433.075-434.775 MHz band: 366000 μV/m @ 3m
    • Addition of UWB bands 3100-10600 MHz
    • Modification of limits of 22 GHz bands: 22000-26650 MHz

  • New Cayman Island Type Approval Procedure

    OfReg (Utility Regulation and Competition Office) introduces changes with immediate effect in the radio Type Approval Procedure: the application must be submitted online and Type Approval fees have been added..

    All applications submitted prior to 2017-08-15 are being processed under the former procedure.


  • Resumption of Type Approval Process

    Following a three year hiatus, Niger regulator ARTP has resumed Type Approval processing. The major changes from prior regulations and proceedings are:

    • Samples are required for 2G, 3G, 4G and personal computers
    • Type Approval certificates replace approval letters
    • New validity period of 10 years for Type Approval certificates
    • An original DoC may be required for approval

  • No modular approval in force

    The Chilean Telecommunication Authority SUBTEL recently informed that Modular Type Approval is not in force anymore. However, existing Type Approval certificates for modular devices still remain valid. A previously approved module in Chile might be subject to investigation by SUBTEL if it causes interference issues.


  • New EMC and LVD Rules

    The Ministry of Economy published new rules on EMC and safety in the Official Gazette of the Republic of Serbia No. 25/16. Although it does not affect existing approvals, please note the following changes:

    CoC for EMC and LVD will become valid for 5 years, and some devices don't even need such:

    1. Battery- or computer-powered devices
    2. Devices approved per Serbian NB
    3. Machinery falling under other safety rules

  • New Requirements for Cell Phone Chargers

    Brazil’s regulator ANATEL issued new requirements for cell phone chargers, especially for vehicle and wireless chargers intended to be used with cell phones. These chargers will be listed as Category I products (1 year validity).

    Whereas the regulation is applicable for vehicular cell phone chargers as of 2018-01-06 (ANATEL Act no. 493), no date has yet been set for wireless chargers.

    Moreover, in-country testing will be required, including both the chargers and the cell phone they are intended to be used with.


  • New Type Approval Process

    ARCOTEL, the Ecuadorian Regulator has informed that the Letter of No Action (LoNA) for products not subject to homologation is now voluntary:

    • Devices with an output power less than 50mW and not considered part of a restricted category are still exempt from Type Approval
    • WLAN client services (printers, laptops, computers, etc.) no longer require homologation but WLAN master/infrastructure devices still do.

  • New Regulation for Low Power Devices

    ENACOM released the updating regulation No. 5186-E/2017 for low power devices, including following changes:

    • an update of the output power for some frequency bands such as 401-402 MHz, 402-405 MHz. 405-406 MHz and 433.075-434.775 MHz;
    • the addition of the 3.1-10.6 GHz band for UWB;
    • the frequency band widening from 24.25-25.8 GHz to 22-26.25 GHz for vehicle radars using UWB technology.

  • Type Approval Procedures

    The Autorité Nationale de Regulation des Telecommunications (ARTP), Niger’s Regulatory Authority, published new information regarding their Standard vs Simplified Procedure for Type Approvals:

    • The Simplified procedure is only possible in case a Certificate of Conformity has been issued by recognized Conformity Assessment Bodies (CAB) or Regulatory Authorities. In all other cases, the Standard procedure is mandatory. At present, only the Standard procedure is in place, however the ARTP is currently working on agreements with Regulatory Authorities and CABs to get the Simplified procedure established.
    • When a device has been approved, following information must appear on its label:
      • Approval date and number;
      • Identification of the model, lot or serial number;
      • Manufacturer or supplier name

  • Simplified Approval Procedure for Bluetooth Devices

    Taiwan’s National Communication Commission (NCC) officially announced that a simplified Declaration of Conformity (DoC) scheme will be adopted effective July 1, 2017 to regulate the following list of Bluetooth Devices:

    • Bluetooth Mouse
    • Bluetooth Keyboard
    • Bluetooth Headset
    • Bluetooth Selfie Stick
    • Bluetooth Stylus Pen
    • Bluetooth Speaker, only D.C. powered

    Under the new DoC scheme, the approval process will not require local testing as FCC test reports can be leveraged.


  • Test Report Requirements for 2G and 3G Devices

    MIC, Vietnam’s Ministry of Information and Communications, announced that as of 2017-06-01 local test reports for 2G and/or 3G devices will no longer be accepted for Type Approval.

    Applications for these products must have test reports (for the 2G/3G portion) issued by a recognized foreign laboratory, as listed on MIC’s MRA list for 2G/3G.

    Due to the numerous complaints from local importers and local manufacturers about this new policy, MIC appears to be reconsidering their decision. A final decision by MIC is expected soon. Until then, local test reports for 2G/3G technology are no longer accepted.


  • Addition to List of Devices Exempt from Type Approval

    Pakistan’s Telecommunication Authority (PTA) has extended its list of devices which are exempt from Type Approval in Pakistan, adding Wi-Fi Access Points Operating in ISM Band (2.4-2.5 GHz, 5725-5.875 GHz) and conforming to PTA ISM Band Regulation SRO 287(I)/2016. This list was published May 26, 2017 as follows:

    1. Networking Equipment (Switches, Firewalls, Servers, Storage Devices)
    2. Laptops /Desktops/Personal Computer (PC)
    3. Tablet PC with Wi-Fi only Functionality (Non-Sim based devices)
    4. GPS only devices
    5. Smart Watches with Bluetooth/Wi-Fi functionality only (without SIM or tracking features)
    6. RFID/Bluetooth/NFC devices
    7. Wi-Fi Access Points operating in ISM Band (2.4 – 2.5 GHZ, 5725 – 5.875 GHz) and conforming to PTA ISM Band Regulation SRO 287(I)/2016

    The listed devices do not require a Type Approval/No Objection Letter (NOC) from PTA, and may be directly imported as per customs procedures.


  • Type Approval Reinstatement

    It has come to our attention on 2017-05-17 that Djibouti's Ministère de la Culture et de la Communication, chargé des Postes et des Télécommunications (MCPT) has resumed Type Approval procedures. The MCPT had placed all Type Approval applications on hold in 2013 due to planned changes to its spectrum management system. NoType Approval certificates willbe issued in the meantime.

    The following information has been obtained regarding the reinstated Type Approval policy:

    • No online application (only paperwork)
    • No samples required
    • 5 year validity for the certificates
    • Foreign manufacturers still allowed to hold the Approval
    • 3-4 weeks estimated lead-time
    • No requirements for labelling

    It is yet to be determined which equipment type is affected by the new policy and what impact it may have on products already on the market.


  • Removal of RF Type Approval Requirements for Simple Radio Products

    A Free Import Regulation letter from the Israel’s Ministry of Communications (MoC), dated 2017-01-21, informs that they will no longer issue Type Approval certificates for simple wireless devices.

    Following equipments will be exempt from Type Approval:

    1. Equipment ONLY operating with Bluetooth (BT) technology;
    2. Equipment ONLY including a receptor for satellite broadcasting to determine geographical location (i. e. GPS or GLONASS);
    3. Equipment ONLY operating both technologies listed in (1) and (2)

    However, Type Approval by MoC will still be required if a device contains Bluetooth/GPS or GLONASS receiver technology along with any other wireless technology, such as WLAN.

    EMC and Safety Approval from the Standards Institute of Israel (SII) remain unaffected from this change of policy which only applies to radio regulations, and should be obtained like in the past.


  • Possibility of Paperwork-Only Type Approval Process

    The Indonesian authority, Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika (SDPPI), communicated that they were considering a new policy allowing paperwork-only for Indonesia’s Type Approval procedures. The new policy could run in parallel to the current Type Approval procedures, which requires local testing.

    The new policy will allow manufacturers to choose between the new paperwork-only process or the existing local testing process. This new policy still awaits release, but is expected to come into force in 2017.


  • List of Devices Exempt from Type Approval

    The Pakistan Telecommunication Authority (PTA) recently released a list including following devices exempt from Type Approval:

    • Laptops/Desktops/Personal Computer (PC)
    • Tablet PC with Wi-Fi-only functionality (non-SIM based devices)
    • Networking Equipment (switches, firewalls, servers, storage devices)
    • Smart watches with Bluetooth/Wi-Fi functionality only (without SIM or tracking features)
    • 13.56 MHz RFID/Bluetooth/NFC devices
    • GPS-only devices

    These devices require neither type approval nor a non-objection letter (NOC) from PTA, and may be directly imported as per customs procedures.


  • In-Country Branch Office Requirement

    India tightens its regulations on foreign applicants, requiring:

    - a liaison office or branch office located within the country and meeting all liabilities and obligations according to the BIS Act of 1986 and the Rules and Regulation for the purpose of registration,

    - a member from this office to be nominated to act as the Authorized Indian Representative (AIR).


  • Type Approval Guidelines Issued

    The Ministry of Information & Communication (MIC) of Tonga released an Official Guideline. Accordingly, all communication equipment with radio or satellite technology require Type Approval by MIC prior to being imported and marketed for use in Tonga.

    Equipment is exempted from the requirement as follows:

    • Receiver-only radio equipment intended to be used solely for the reception of sound (radio) and terrestrial TV broadcasting services, including satellite dishes and aerials
    • Laptops, personal computers, tablets, and car radios with short range radio technology such as Wi-Fi and Bluetooth
    • Digital displays or LCD screens for digital cameras, printers, car audios
    • Short range (up to 50 meters) infrared remote control equipment, including TV remote controls, toys, car or garage door openers, etc.
    • Terminal equipment used by licensed radio amateurs for personal use

  • MINCOM - the new RF authority

    Due to reorganization, MINCOM (Ministerio de Comunicación) took over MIC as RF & telecom authority since 2013-02-23 and still processes radio type approval. Wireless Devices using radio spectrum require homologation and local testing is necessary (for further information: Resolution No. 137/2003, No. 127/2011 and No. 156/2011).


  • New Testing Standard for Low Power Devices

    Argentina's ENACOM issued Resolution No. 6038/2016 with a new testing standard for Low Power Devices, including following updates:

    • The frequency bands have been updated;
    • Only one radiated sample (previously 3 samples) is required if the channel can be selected on the product. If not, then two samples must be provided: one for the lower channel and another for the higher channel;
    • Modular approval is now accepted for Low Power devices;
    • The similarity between two or more equipment could be accepted for those devices that are exactly the same radio part, hardware and the antennas;
    • Renewals and Test reports under the previous CNC-Q2-60.14 V12.1 standard will be accepted until 180 days after the publication date of the new standard (2016-08-02).

  • In-Country Testing Required

    Russia’s State Committee on Radiofrequencies (GKRCH) issued new rules for RFC (Radio Frequency Centre) conclusions which are mandatory for obtaining import licenses for radio devices such as RFID (866-868 MHz) SRDs, automotive radars (76-77 GHz), DECT devices (1880-1900 MHz) and more.

    Obtaining the RFC conclusion is no longer a simple paperwork process: only test reports issued by Russia’s RFC will now be accepted and in-country testing is therefore required, since GKRCH reports issued by an accredited lab are no longer tolerated.


  • SRDs Exempt From Type Approval

    Kenya’s Communications Authority recently introduced a new regulation on the use of Short Range Devices (SRDs). Accordingly, SRDs operating in the permitted frequency bands are now exempt from Type Approval and may be freely imported and sold in Kenya.

    The new exemption includes, among other, SRDs operating at 13.56 MHz, 433—435 MHz, 2.4 GHz and 5 GHz bands such as NFC tag/card readers, keyless vehicle entry systems, WiFi devices, etc. SRDs must however comply with the maximum permitted output powers as specified for each band; this currently follows the EU regulations.


  • Requirements for Supplementary Test Reports

    Per Resolution 755, SUBTEL has announced the following additional requirements for supplementary test reports in cases the output power exceeds the Chilean limits:

    • In the supplementary test report for devices operating in 5 GHz, it must be clearly visible that the 5500-5700 MHz band will be disabled.
    • The test report must be released on the appropriate laboratory letterhead with their official logo and identify clearly the contact details of the lab as well as the names and signatures of the persons responsible for carrying out the testing.
    • In case a different laboratory from the initial one for the FCC/EU test reports will carry out the supplementary test report, then the test conditions and support equipment must remain the same.

    Please be aware that SUBTEL may reject applications where the supplementary test report does not follow the requirements mentioned before.


  • Type Approval Suspended

    ARPT (Autorité de Régulation de la Poste et des Télécommunications) recently informed that Type Approval services are on hold due to the current election of a new Director. Consequently, there will be no new Type Approval certificates issued in the meantime.

    Normal services are expected to resume after the election of the new Director.


  • Authority Closed 2016-09-18 – 2016-07-29

    IFT (Mexico's Instituto Federal de Telecomunicaciones) will be closed for business from 2016-07-18 through 2016-07-29. No Type Approval applications will be able to be submitted to IFT for this period; pending applications are expected to be delayed accordingly.


  • New Labelling Requirements for Cell Phones

    Chile’s Telecommunication Authority SUBTEL published on 2016-06-16 the Resolution 1463 about new labelling requirements for cellphone devices, applicable within 270 days, stating that:

    • Prior to import and sale in Chile, manufacturers will have to display a multi-band stamp on the packaging of devices containing 2G, 3G or 4G technology, indicating the cellular technologies supported, for both existing and new devices;
    • It will be mandatory for cell-phone devices to operate in all permitted frequency bands of at least one supported cellular technology (2G, 3G or 4G);
    • Cellular-only devices are still exempt of Radio Type Approval, but devices containing technologies such as BT, WLAN and RFID do require homologation.

  • 700 MHz band available for 4G LTE

    SUBTEL informed that the 700 MHz band is now available for LTE services. The current Type Approval requirements remain valid.


  • Expanding Scope of Devices subject to Type Approval

    Currently, only voice-only cellular devices must obtain Type Approval. However, the CRC (the Colombian Regulator) has announced recently that Type Approval for data-only cellular devices may be implemented in the near future. It is still to be confirmed when the new resolution will be inforced and whether Radio Type Approval procedure for data-only cellular devices will be the same as for voice-only cellular devices.


  • Type Approvals Resumed

    ARPT (Regulatory Authority for Telecommunications and Post of Niger) will resume Type Approval, following a hiatus of two years. Additionally, ARPT have announced the following changes to approval procedures:

    • Four approval request forms must be completed by the manufacturer.
    • Two samples must be submitted. Samples will be returned to the applicant at their own expense within six months after approval or rejection.
    • The application license fee must be paid before the submission of the projects.
    • Processing can take up to two months.

  • WiFi and Bluetooth: Temporary Standard Extended

    NOM-121, the Mexican standard for WiFi and Bluetooth, expired 2015-10-19. A temporary standard, NOM-EM-016-SCFI-2015, was issued by the Secretary of Economy, expiring 2016-04-21. The Secretary of Economy has now extended the validity of this temporary standard for six more months, ending 2016-10-21.

    Testing parameters will not change. However, all certifications against the interim standard NOM-EM-016-SCFI-2015 will need to be updated to the new NOM standard by separate application.


  • 57-64 GHz band open

    Following Resolution 03-02-ARCOTEL-2016 from 2016-02-24, changes have been performed to the National Frequency Allocation plan. The frequency band 57-64 GHz for WLAN 802.11ad devices has been allocated and devices using this technology can now be homologated.


  • Voluntary approval for Low Power Devices

    Since 2016-01-20, it is possible to apply for a voluntary Dispensation Note for Low Power Devices issued by Guatemala`s Superintendencia de Telecommunicaciones. This Dispensation Note states that no type approval will be necessary for a specific device prior to import or sale in Guatemala. Previously, no approval document was issued but devices were required to have either FCC or CE approval (or both).


  • Expanded Type Approval Requirements

    As of 2016-02-01, the regulation No. 80-201 is in effect and the scope of type approval now additionally includes:

    • Digital Television DVBT2
    • IP-PABXMedia
    • Gateways
    • Routers
    • Set top box DVBT2
    • Switches
    • Video Conference products

    Testing samples locally is not required but EMC compliance must be proven, for example by existing CE reports.


  • New Resolution for Low Power devices

    ENACOM published Resolution Nº 15/2016 for Low Power Devices on 2016-02-01, which replaces previous Resolution Nº 86/2014. The main changes are:

    • the allocation of the frequency range 24.5 to 25.80 GHz for Ultra-Wide Band for vehicular radars
    • the limit for non-desired emissions for devices containing RFID technology (13.56 MHz) has been reduced from 913 μV/m to <334 μV/m

  • New Declaration Scheme on Hold

    Until June 2016 the national declaration approach cannot be used for mandatory assessment, as Belarussia is changing the focus of the same.

    Instead, EAC (if applicable) or voluntary certification is possible. Once the new regulations have been published, any manufacturer has to ensure compliance with the national regulaltions.


  • NOM-EM-016-SCFI-2015 Adopted and Operational

    Mexican test laboratories and Certification Bodies have now received full accreditation to test samples and file Type Approvals under the Mexican emergency standard NOM-EM-016-SCFI-2015, which applies to all devices operating on the frequency bands 2400-2483.5 MHz, 5725-5850 MHz and 902-928 MHz.

    This should not impact the lead-time of the certification process or change the process itself. However, the overall certification costs for new Type Approval applications filed in accordance with NOM-EM-016-SCFI-2015 will be slightly increased.

    The products approved under NOM-121-SCT1-2009 before 2015-10-19 are not concerned. Additionally, renewal applications can still be filed for Approvals issued under NOM-121-SCT1-2009.


  • New Regulator for Radio devices

    Due to governmental changes, ENACOM is the new Argentine Regulator formed by a mergence between the former Regulator AFTIC (Autoridad Federal de las Tecnologías de la Información y las Communicaciones) and AFSCA (Autoridad Federalde Servivios de Comunicación Audiovisial). The Type Approval process and the labeling requirements remain the same as well as the certificates issued by AFTIC remain valid. Current applications under review at AFTIC will be running as usual but may experience a delay caused by the transition process.


  • Conformity to the Chilean standards required

    Until 2016-01-01, SUBTEL accepted Frequency Declarations or User Manual statements showing that the device will be restricted to conform with the Chilean Regulation Resolución 755. From now on, all new Radio Type Approval applications with greater output power than the permitted one will be rejected. The allowed output power for the 2.4 GHz and 5 GHz is 150 mW. Existing certificates remain valid as long as the output power continues to be restricted to conform with the Chilean standards.


  • 865-868 MHz Band not subject to Type Approval

    CONATEL in Paraguay is no longer approving 865-868 MHz and 915-928 MHz spread spectrum devices due to interference problems. The second frequency band might be re-opened in the future. Devices operating in these bands and already homologated may continue to operate until the expiry date of the certificate.


  • New Requirement for 2G/3G/4G devices

    Since November 2015, the Ecuadorian Regulator ARCOTEL release only homologation certificates if devices with 2G/3G function operate at least in 850 MHz and 1900 MHz and devices with 4G in at least LTE bands 2 and 4.


  • Delicensing of Frequency Bands

    Due to the delicensing of the following frequency bands (published on 2015-09-16 by India’s Ministry of Communications and Information Technology), it is now possible to Type Approve equipment operating in these frequency bands. A licence is not required from any person to establish, maintain, work on, possess or deal with any of the wireless equipment listed.

  • Type Approval from now on mandatory

    INDOTEL, the Dominican Republic Regulator, informed that National Type Approval of Radio devices is now mandatory and not covered by FCC approval.


  • New Type Approval Requirements

    Tonga's MIC (Ministry of Information & Communications) has begun to enforce new Type Approval rules: Approval for Radio equipment is mandatory. Both FCC and CE test reports are admissible.


  • Type Approval Procedure into force again

    After a four months suspension, ARN-TIC, Guinea Bissau`s Type Approval agency, is now receiving requests and issuing Type Approval certificates. The Type Approval procedure remains unchanged.


  • New Type Approval Requirements

    Ghana's National Communication Authority (NCA) revised its guidelines in May 2015 as follows:

    • A local company is now required for all type approval applications if the manufacturer does not have a branch in Ghana.
    • Regarding the publication of the type approved devices on NCA website: "The Authority will maintain on its website a list of approved ECE (hereinafter referred to as "Type Approval Register") to be accessed by the general public";
    • A regularly updated list of testing laboratories recognized by the Authority will be available on the Authority's website. The Authority can demand re-testing at a laboratory assigned by the Authority on the applicant's expense,
    • Approved Terminal Equipment must be labeled, bearing the mark 'NCA Approved: XXX-XXXXX-XXX' (Appendix 3 of Guidelines). Electronic Marking is acceptable;
    • NCA shall perform market surveillance to ensure that only type approved ECE is sold in Ghana.

  • No more family approval in Costa Rica

    SUTEL no longer accepts family approval: from now on, each model with a different color, hardware or software will require a separate Type Approval certificate.


  • Implementation of Online Self Labelling Program

    On 2015-02-24 a Self-Labelling Programme (SLP) was launched by the Malaysian Communications and Multimedia Commission (MCMC) and its appointed Certifying Agency, SIRIM. This will replace the conventional labeling program from 2015-06-15 onwards.

    The SLP certification mark consists of:

    1. logo design
    2. "MCMC" (as word)
    3. Common ID (CID) or certificate Holder ID (HID)

    The SLP allows self-labelling by the certificate holder or manufacturer of their certified products according to related regulations (surface-marking or e-Labelling).


  • New Type Approval Requirements

    Namibia's CRAN published new rules for Type Approval:

    • applicable to foreign manufacturers as well
    • RTTE test reports are required
    • no sample needed but can still be requested
    • Validity is 3 years

    These come into force on 2015-08-03 and apply to existing devices as well.


  • SUPERTEL changed name to ARCOTEL

    ARCOTEL (Agencia de Regulación y Control de las Telecommunicaciones) is now replacing SUPERTEL (Supertendencia de Telecomunicaciones) as the Ecuadorian Regulatory Authority.

    The Type Approval remains unaffected and still no specific label is required. During the transition period, current applications might be delayed by approximately 1-2 weeks.


  • New label requirements in Argentina

    In the Resolution Nº 82/2015 released on 2015-01-28, the Argentine Communications Authority (CNC) inform about the format, size, colors and display of the CNC label and homologation number. This resolution will be in force after 2015-05-04 and affects new certified products as well as renewals.


  • Samples Now Required for Type Approval

    From 2015-01-01 on, Congo's Agence de Régulation des Postes et des Communications Electroniques (ARPCE) requires one sample for each Type Approval application. A waiver might be requested in case there is size constraint/restriction in transporting the sample.


  • Samples Now Mandatory for Type Approval

    So far Nigeria's NCC had not requested samples but beginning 2015-01-01 samples will be mandatory cell phones, tablets and notebooks. For other products Nigeria's NCC reserves the right to request samples.


  • Type approval for WLAN 5 GHz not allowed

    From November 2014 on, the Uruguayan Authority URSEC (Unidad Reguladoria de Servicios de Comunicaciones) no longer releases type approval certificates for 5.470 - 5.725 GHz WLAN band as this band has been assigned for government use only. Devices operating in this band and with an existing URSEC Type Approval certificate may continue to operate. For new applications, the master device must have this specific band restricted: As for client devices, only passive scanning or an Ad hoc mode is allowed.


  • SCCom takes over function of SPTC

    SPTC (Swaziland Post and Telecommunications Corporation) was officially taken over by SCCom (Swazilands Communication Commission), now responsible for regulatory functions. For type approval, a product sample and a copy of the existing ICASA type approval certificate are mandatory.


  • Update on Compliance Labeling Notice

    In September 2014, the AMCA (Australian Communications and Media Authority) published the Radiocommunication Devices (Compliance Labelling) Notice 2014, superseding the Notice 2003. The 2014 Notice does not make any significant changes but was mainly created to replace the 2003 Notice, due to expire on 2015-04-01 (sunset date) in accordance with Part 6 of the Legislative Instrument Act 2003.


  • New EMC Requirement for 2.4 GHz and 5 GHz WiFi Devices

    The new circular No. 05/2014/TT-BTTTT comes into effect on 2014-03-19 in Vietnam, requiring WIFI equipment (2.4GHz, 5GHz) to meet the additional compliance requirements of QCVN18:2010 (equivalent to EN 300 339:1998).


  • Samples Now Required for Type Approval

    TRA (Telecommunications Regulatory Authority) of the United Arab Emirates (UAE) will require one test sample for most RF Type Approvals (two for GSM). They will be kept by TRA for market surveillance.


  • ACMA issues 2.3 GHz guidelines

    ACMA (Australian Communication and Media Authority) published the “Interference to Spectrum Licensed Receivers – 2.3 GHz Band” Radiocommunication Advisory Guidelines on 2013-12-12, superseding the “Managing Interference to receivers – 2.3 GHz Band” Radiocommunication Advisory Guidelines and coming into effect on 2015-07-25.

    The purpose of these guidelines is to:

    • manage in-band and out-of-band interference by providing compatibility requirements for registered fixed receivers operating under spectrum licences issued for the 2.3 GHz band;
    • provide protection to radiocommunications receivers operating under spectrum licences issued for the 2.3 GHz band from interference caused by radiocommunications transmitters operating under a class licence, and from fixed transmitters operating under either:
    1. an apparatus licence issued on or after the date on which these guidelines commence
    2. a spectrum licence where the transmitter is registered under Part 3.5 of the Act on or after the date on which these guidelines commence.

  • BIS Certification Deadline Extended to January 2014

    The deadline for Bureau of Indian Standards (BIS) certification on imported electronics products has been extended until 2014.


  • Changes to Type Approval Guidelines

    Gambian Regulator PURA changed its Type Approval procedures as following:

    1) All Gambia Type Approval certificates issued before 10/30/2013 will expire on 12/31/2015.
    Certificates issued after 10/30/2013 will have 2 years validity.

    2) Test reports to the following standards will be recognized :

    • FCC
    • ANSI
    • ETSI
    • ITU
    • IEC
    • ISO

    3) PURA reserves the right to request a sample of the product if they have concerns about interference, EMC, health and safety of the product.


  • Actualisation of Labeling Regulations

    The ICASA (Independent Communication Authority South Africa) released notice 872 on late August 2013. The note regulates the labelling requirements for all telecommunication and radio devices when published. The regulations remain similar with the addition of e-labelling.

    Summary:

    • The label, which must be legible and protected against damage, shall be affixed to the devices before being placed on the market;
    • Against payment of a fee, it is possible (but not mandatory) to obtain the labels from ICASA.
    • If the labels are produced and added by the manufacturer, the latter must send a request letter to ICASA previously. ICASA will then send a written response confirming that the request has been approved.
    • The label must bear the ICASA logo and certificate number (TA XXXX-YYYY). The minimum size for the logo must be 3 x 3 mm and for the certification number 1 x 1 mm. The height to width ration of the label overall must be 1:2.
    • E-labeling also must be requested in written form. ICASA will issue a formal letter for approval. The documentation must clearly indicate how to access the e-label, which must be displayed either:
    1. during the power up of the device,
    2. in the device system information page,
    3. in the device help menu of the device.

  • September 2013 Spectrum Changes

    Beginning in September 2013, South Korea's National Radio Research Agency (RRA) Public Notice number 2013-29 will be implemented for the purpose of frequency spectrum harmonization. Below is an overview of the changes:

    • 20 MHz bandwidth requirements for 1710~1745 MHz, 1805~1840 MHz, 500~2540 MHz, and 2620~2660 MHz that utilize OFDMA and SC FDMA enacted;
    • Revised 5 MHz and 10 MHz bandwidth requirements for 1710~1745 MHz, 1805~1840 MHz, 2500~2540 MHz, and 2620~2660 MHz, which utilize OFDMA and SC FDMA;
    • Modified spectrum requirements of the wireless broadband WIBRO standard to avoid interference in adjacent bandwidth, and to revise unwanted emission requirements of the transmitter;
    • Alignment with the 3rd Generation Partnership Project (3GPP) standard specifications.

  • Release of 800 MHz Sprectrum for Mobile Broadband

    New spectrum 800 MHz band released in UAE for mobile broadband.

    UAE's TRA also sees growing importance of the 700 MHz band in Asia and worldwide as the ITU promotes uniform allocation of radio frequency bands across the different regions. ITU also designated the 800 MHz band for mobile broadband and desaster relief - UAE follows this recommandation by freeing analog TV frequencies in 700 MHz to 800 MHz for mobile use until end of 2013.


  • Modular Approval Rule Clarification

    SDPPI has specified the rules for modular approvals for the transition period until end 2013:

    1. if the module is imported to Indonesia as module proper (without host), modular approval suffices
    2. If the module will be imported into Indonesia installed in a computer (eg laptop), modular approval should be obtained and host must approved separately (without local testing but by paper based approval).
    3. for modules in hosts other than PC need host level approval and local testing.

    More changes are expected to come.


  • New Type Approval Regulations in Force

    ictQatar released rules for type approval in 2011, now they are being fully enforced - there are two possible approaches :

    1. Simplified: The product must be already approved by another GCC-Country or a CAB from ITU-Region 1 (e.g. CE);
    2. Standard: Any other procedure where the simplified approach is not applicable.

    In both cases, the validity is infinite.


  • Modular Approval Rule Update

    Philippine’s NTC declares Modular Approval cannot cover its host product.

    Even though NTC is still issuing Type Approval Certificates for modules, all NTC regional offices are instructed only to issue import permits for host products with a valid certification, a certification of its embedded modules being not sufficient.


  • Type Approval Changes

    Recently, the Korea Communications Commission (KCC) had a name change and is now known as the Ministry of Science, ICT & Future Planning (MSIP). This change occurred as a result of Korea's National Government Organization Act (Law No. 11690, 2013. 3. 23). Per announcement NRRA Public Notice 2013-5 on Conformity Assessment, product Type Approval labeling identification code has changed from "KCC" to "MSIP"

    The Korean Type Approval label is made up of the Conformity Assessment mark (KC mark/logo), which remains unchanged and the Conformity Assessment Number, which is made up of four key parts:

    1. The identification code (now MSIP), followed by
    2. Indication of Basic Certification Information (e.g. CRM or REM etc), followed by
    3. Applicant code (identifying the applicant) and
    4. Product code (14 characters provided by the applicant to identify the product).

    Products approved from July 1, 2013 should use the new labeling format. There is a three month grandfathering period whereby newly approved products can use the KCC identification code (to accommodate any manufacturers who have pre-made labels). After September 2, 12013, labels should transition to use the MSIP identification code. There is no requirement for manufacturers to change product labels for those products approved prior to July 1, 2103.

    Additionally, NRRA Public Notice 2013-5 allows manufacturers to make small changes to certain components (resistors, capacitors, inductors and diodes (including LEDs) without the need to update their MSIP Type Approval, provided:

    1. Type Approval was obtained based on EMC testing only.
    2. Electrical circuit (schematic and layout) remains identical.
    3. Changes to component does not increase the power capacity (wattage) of the circuit.

  • 5470-5650 MHz Opened for SRD

    Malaysia has opened the band 5470-5650 MHz (comparable to U-NII-2C) for use by Short Ranges Devices.

    However, notebooks cannot rely on modular approval anymore - now, each notebook needs its own hostbased approval, even if its modules are approved already.


  • Enforcement of Type Approval Certification

    Nepal's NTA announced to monitor the market to enforce the certification of cell phones.

    According to NTA this monitoring is to tackle the high ratio of 50% of handsets without certification. Customers will have to provide their handset's IMEI to obtain a SIM card to prevent the usage of of unregistered phones.

    The Type Approval Certification itself will be improved and helped by consultants.


  • Update on Conformity Declarations

    The “Law of Ukraine No. 5312-VI”, released on 2012-11-29, contains the following news:

    • A Registration of Conformity Declarations in Ukraine is no longer required;
    • Declarations of Conformity issued in Ukraine for R&TTE, EMC, or Safety no longer require the registration by a CAB (Conformity Assessment Body);
    • It can now be replaced by a manufacturer's or his/her authorized representative's self-declaration.

  • New ACMA spectrum plan possibly drastically reduces smartphone costs world wide.

    The ACMA (Australian Communication and Media Authority) published a new spectrum plan for the 700 MHz frequency band on 2012-11-19. The Plan has the potential to drastically reduce the costs of smartphones around the World. The “Asia-Pacific Telecommunity (APT) 700 MHz spectrum band plan“ is committed or seriously considered to be adopted by several countries such as Australia, Chile, Columbia, Costa Rica, Ecuador, Mexico, Panama, India, Japan, New Zealand, Papua New Guinea, Tonga and the United Arab Emirates.


  • 2.4 GHz & 5 GHz Bands Now Allowed

    In November 2012, Palestine’s Ministry (MTIT) confirmed that WLAN devices operating in the 2.4 GHz and 5 GHz band are permitted as per the following discribed limits:

    • 402 – 2482MHz (Channels 1 -13) maximum output power of 1000mW + 6dBi
    • 5150 – 5250MHz (Channels 36 – 48) maximum output power of 1000mW + 6dBit
    • 5250 – 5350MHz (Channels 52 – 64) maximum output power of 1000mW + 6dBit

    5725 – 5825 MHz band is open for point-to-point fixed link products, with maximum output power of 1000mW + 23dBi. Use of this band is subject to licensing.

    The following bands are not permitted for use:

    • 5470 – 5725MHz (Channels 100-140)
    • 5815 – 5850MHz (Channel 165)
    • 5850 – 5875MHz (Channel 173)

  • Changes to Approval Requirements for WWAN Products

    The Ministry of Communications (MoC) has informed on 2012-09-29, that WWAN (Wireless Wide Area Network) products do no longer have to undergo local testing by Israeli Network Providers in order to gain Type Approval, which will have a positive impact on the cost and leadtime on the same.
    From now, there are the following requirements for approvals:

    • EMC/Safety certificate from Standards Institute of Israel (SII)
    • Radio Approval certificate from MoC

  • Cellular Devices - New Regulation

    The Ministry of Communications (MoC) has implemented new regulations for cellular apparatus.
    It covers cellphones, smartphones and products with cellular ability. These regulations are in force starting 2012-09-29 and feature the below:

    • The CE mark has to appear on the device;
    • Battery-powered cellular equipment must comply with UL1642;
    • Importers must confirm that the product fulfills the Israeli MoC regulations;
    • Product details and statement of compliance need to be presented to the MoC, The latter then issues a document showing the model numbers of all cellular equipment that the importer may import;
    • A certificate of encryption issued by the Israeli MoD (Ministry of Defense) is required.

    Please take further notice:

    • The cellular devices sold with power supply must be certified by the Standards Institute of Israel (SII) for safety and EMC & energy in standby (off mode).

  • Type Approval for Short Range Devices

    The Ministry of Transportation (MoT) in Bahrain transfered the reponsibility of short range devices type approval to a new authority called the Central Informatics & Communication Organization.

    The new authority limited type approval certificates to three years validity period. This new three years validity period applies to new Type Approvals as well as to applications for extensions of expired Type Approval certificates.

    However, Bahrain’s telecommunication regulatory authority (TRA) is still issuing Type Approvals for telecommunication product of a validity period of 6 months.


  • SAR Update for Mobile Phones

    The Telecommunication Department of the Indian Ministry of Communications released an update regarding SAR (Specific Absorbtion Rate) for cell phones.
    This release from 2012-08-17 foresees the following:
    From 2012-09-01, new handsets must not exceed a SAR of 1.6 W/kg average on 1 g of tissue. Existing handsets benefit from a one-year grace period; approved mobile handsets with SAR Value of 2.0 W/kg over 10 g tissue are allowed to be sold until September 2013, but then any mobile handset must comply.

    Aditionally,

    • SAR value must be shown on the IMEI display;
    • Mobiles must support hands-free operating;
    • Compliance must be declared by the manufacturer, based on test reports (either ILAC or TEC).

  • Additional Frequency Bands for Low Power Radio Equipment

    The Resolution SC No. 67 has been released 2012-08-14 by the Argentinan Ministerio de Planificación Federal, Inversión Pública y Servicios. According to this resolution, the following frequency bands were allocated for use by low power radio communications equipment:

    • 57.5 kHz - 67.5 kHz
    • 105 kHz - 135 kHz
    • 3.155 MHz - 3.400 MHz
    • 10.6 MHz
    • 13.553 MHz - 13.567 MHz
    • 88 MHz - 108 MHz
    • 138.20 MHz - 138.45 MHz
    • 216 MHz - 217 MHz
    • 310 MHz - 314 MHz
    • 402 MHz - 405 MHz
    • 433.075 MHz - 434.775 MHz
    • 902 MHz - 928 MHz
    • 2400 - 2483.5 MHz

  • CE Marking Accepted (for EMC and R&TTE)

    As of 2013-01-01, Montenegro's Ministry of Telecommunication and Information Society will accept CE marked products for EMC and R&TTE.

    This new regulation (Official Gazette, No. 53/11) was published in the Montenegrian language on 2012-06-22. It will allow for products bearing the CE Mark to be imported into Montenegro without further Type Approval.

    Additional requirements are as follows: The manufacturer or dealer in Montenegro must

    • affix the CE mark to the device,
    • provide the User Manual in the Montenegrin language,
    • provide information on equipment specifications, information on the types of interfaces on which the equipment can be connected,
    • provide a warning about possible limits the use of radio equipment and / or the need to obtain required permission for the use of radio frequency spectrum and
    • provide a signed Declaration of Conformity (DoC) with essential requirements. In particular, the DoC must provide
      1. information about the device to which it relates, provided for in Article 11 paragraph 4 of the Ordinance;
      2. name and address of the manufacturer and the name and address of its agent;
      3. a list of standards which the equipment has been tested to;
      4. the DoC date of issuance;
      5. name and signature of the person authorized by the manufacturer, his authorized representative or the person responsible for placing the equipment on the market.

    If the R&TTE equipment falls outside of a EU-harmonized radio frequency range or is not in accordance with the frequency spectrum plan, the supplier must provide notification to the Ministry at least 30 days before placing the equipment on the market.


  • New Type Approval Requirements for Mobile Devices

    The Ministry of Industry and Information Technology of China (MIIT) has released two draft regulations for public comment:

    1. Amended Measures on the Administration of Internet Information Services (IIS Measures). The draft IIS Measures were issued on 2012-06-07 with the intention to supersede the Measures dated 2000-09-25. The proposed key amendments are:
      • real-name registration for all internet users who publish information on the Internet
      • 6-month record-keeping period for the information published by Internet users
      • 12-month period for Internet content providers and access providers to store user records
      • content and access providers must user personal data confidential and must not alter, sell or else disclose it
    2. Notice to improve the administration of network access for smart mobile Devices. The draft Smart Mobile Notice was issued on 2012-06-01 to protect the user private data. Manufacturers are forbidden to use methods with the intention to make end user install applications with malicious code and thus collect and/or modify the personal information from the end user without consent. Manipulating functions of mobile devices that cause unwarranted traffic or data leak are forbidden, this applies also to enterprises only selling mobile devices, of course.


  • SAR Technical Requirements amended

    On 2012-06-25, the National Radio Research Agency (RRA) of South Korea amended the requirements for measurement and testing procedure of Specific Absorption Rate SAR, targeting among others portable wireless equipment used within 20cm of the human body.
    It shall come into force end of 2012. Details in Korean language can be found at http://www.rra.go.kr


  • LTE WiMax re-allocation

    The Singapore Infocomm Development Authority (IDA) is working on the re-allocation of spectrum bands available for 4G services:

    2.3 GHz and 2.5/2.6 GHz bands will expire in 2015.
    900 MHz and 1800 MHz band assignments will expire in 2017.
    Despite the fact that 4G services are currently running in the existing bands and therefore a conflict is arising at the development stage, IDA decided not to re-allocate 900 MHz bands for the time being.

    For the use of LTE or WiMax the below bands are under discussion:

    • 14 lots of paired spectrum (2x5 MHz per lot) in the 1800 MHz band;
    • 8 lots of paired spectrum (2x5 MHz per lot) in the 2.5 GHz band;
    • 6 lots of spectrum (10MHz per lot) in the 2.3 GHz and 2.5 GHz.

    Spectrum caps are suggested, of up to 2x45 MHz of spectrum in full for 1800 MHz and 2.5 GHz band paired categories. The consultation also suggest 2x20 MHz in the 2.5 GHz band, for which only new candidates may place a bid.

    In 2021, the 2.1 GHz spectrum for 3G mobile will expire.
    700/800 MHz spectrum is not expected to be longer available.


  • Updated Labelling Requirements for Radio Devices

    Japan’s Ministry of Internal Affairs and Communications (MIC) recently revised its labeling regulations to accommodate smaller devices with size restrictions.

    More simplified labelling is allowed as below:

    1. Simplification of the Certification number - Under the prior scheme, the label code was comprised of the CAB code (first three digits), followed by reference to the category of the specified radio (WW) and a 10-digit certification number given by the CAB. Under the new scheme, the category of the specified radio (WW) is no longer required to be printed on the label and the certification number given by the CAB has dropped from 10 to 6 digits.
    2. Use of electronic label - For devices with a screen, such as a phone, the label can be displayed on the screen instead of being printed on a physical label on the device.

    These changes come in addition to another recent change which allows CABs to issue a single certification number to cover a product with multiple radios, where previously separate certification numbers would have been granted instead.

  • New Modular Approval Rules enforced

    The authority in Brunei, Authority for Info-communications Technology Industry (AITI), have informed that from 2012-08-12 on, modular approval will no longer cover end-products or host devices in Brunei.

    For the market access, each host device model requires its own Type Approval certificate.

    Modular approval for standalone modules imported to Brunei is still possible.
